A Soviet wha-wha effect pedal with a couple of additional functions. Probably belongs to the same series as the more famous Fuzz Wha from the 70's.

The knobs are labelled:
Upper row:
Sustain (knob), Distortion (switch).
Lower row:
Tone (knob), Phaser (switch).

The above mentioned Fuzz Wha featured similary organized controls with Fuzz in the upper row and Vibrato in the lower row.
